Your original background layer, even though it's black and white needs to be in a color mode if it's not already. Use Image/Mode/RGB Color to change it if necessary. If the background actually has some color in it, get rid of it by using Image/Adjustments/Desaturate.

Now just add layers with whatever colors you want on top of the background.
