It has to be 24 bit colour, as well. Can anyone guide me on how can i do this? Never worked with photoshop, but I was told that i could do this with this program....

Go to the image menu and choose image size. Make sure you have the resample image box checked. Enter 320 into the height box. If your width is not 240 pixels uncheck contrain proportions and enter that into the width box. Press ok. Do
File/Save for Web. In the settings box make sure JPEG is the file type. It will show you the size of the picture below the preview. If the picture is to large decrease the quality. I have a feeling it will be under 63kb even on the highest quality setting.

go to image/image size and a box pops up and you put in the size you want and click ok. you may have to uncheck the constraint box.
i think for color you click on color on tool bar and a window pops up and theres a option called librarys in there is a bunch of color options
