Last I checked, if you download the photoshop 3 month trial, you get ImageReady for free (ImageReady won't deactivate after 3 months) and many people draw anime with ImageReady even if they have Photoshop.

Edit: GIMP is also a very good free program.

Photoshop costs $650.00 or more, depending upon the version you buy. You might look at some free applications first just to see if they'll do what you want so you can save some money. Try some of the following:

Gimp

Paint.net

Blender

Inkscape
I would look at flash and illustrator as well. They would be good ''chooses'' as opposed to choices I suppose.
Photoshop is more for photo editing and manipulation. Illustrator mentioned above is designed for drawing. You have way more options to draw than with photoshop. If you have the money, get the package deal - Creative suite. In any case, it will take a while to learn if you haven't used it before. Adobe products are the professional software. I'm sure there are more cost effective illustration programs if you're not looking to get into all that detail.

All Adobe have 30-day trials, so download them all and see what works best... Adobe.com if that wasn't obvious...
