I would say compacting...

because parsing is more like subdividing into chunks and flattening is when you have many layers and you merge them into one

edit: NOT FLATTENING unlike others suggest, flattening has to do with layers

i'll say compacting too
C, but it's not used to reduce the size, necessarily. It just merges all of the layers together. Also, it's actually reversible through undo. Neither A, B nor D make any sense and are not functions of Photoshop.
