No, a faster graphics will not make photoshop run faster.

The main contributions to photoshop include

1) CPU: Any image editing, remapping etc is mostly powered by the CPU itself

2) Ram: The more ram, (only up to 2GB of course) will help feed the program so it does't need to use the harddrive to store parts of the image

3) Hard Drive: A newer, faster harddrive can help load/write times when using many images.

A video card will only help improve photoshop by taking away any video processing from the CPU to the GPU. Which will be marginal in most cases.

Photoshop does not require a lot graphics card speed. If you want improve Photoshop performance:
