i need it to edit pictures and stuff. maybe something along the lines like adobe photoshop? or whatever brand you think is the best.

If you are just starting out, you do not want to spend the money on full Photoshop CS3. Instead, I would look into Photoshop Elements, which will do a lot of things including edit pictures. It doesn't have everything that Photoshop CS3 has, but if you are basically wanting this for fun, or hobby (not professional use), then you would be better off with Elements, which will cost you around $89 vs. the $600 to $900+ for Photoshop CS3 or Photoshop CS3 Extended.

photoshop essentials has only very basic manipulation tools.
Adobe Photoshop CS3 is a great program.
